Limiter is a dynamic processor designed primarily for mastering that prevents audio peaks from exceeding a threshold level. Unlike a compressor, it reduces any peak above the threshold to the exact threshold level, effectively creating a hard ceiling on output volume. It's typically applied as the final process in a mastering chain to raise overall loudness while preventing clipping.
